THE 1999 LEX REPORT ON MOTORING
This document is the 17th of the series of Lex Reports issued since 1989. Its research has been carried out using sample surveys of British motorists and interviews with 200 teenagers, to find out what sort of transport environment they expect. For the first time, it uses in-depth qualitative research about motorists. The report details, and also summarises, motorists' views. Motorists have a deep practical and psychological reliance on the car, and are unlikely to desert it, even though they understand car dependency and predict that they will face more congestion and punitive green policies in the future. They see technology as the main source of future relief from congestion and pollution. Motorists express concern for the environment, but have almost universally negative attitudes to public transport. Teenagers rely on cars, but are more likely to use other transport modes as well. The report also surveys motorists' attitudes to car ownership and retailing. It outlines a six-point transport action plan to: (1) set demanding standards for transport; (2) raise public awareness; (3) use technology; (4) remove highly polluting vehicles; (5) invest in school buses; and (6) redesign the driving test.
