CONSTRUCTION SAFETY PLANNING
This book has been written as a practical, step-by-step guide for construction safety planning from design to completion and as a ready reference for landowners who are going to build, for architects and engineers who will design a structure, for construction managers who will oversee a project, for construction superintendents who will supervise various phases of work, and for the safety professional who, as a member of the planning team, will be responsible for seeing that safety is incorporated into all construction phases of a project. The lack of a safety rationale in our social systems by which we insure against loss, mete out justice, and govern is probably the greatest hinderence to our achieving a safe workplace; and this deficiency, coupled with the frailties of human nature exhibited by management and workers alike in communicating hazard information, has created a monster that will be difficult to remedy with a single, all-encompassing stroke. Safety engineering is not the simplistic activity most people think it is, as it must consider all available options and the hazards inherent in each option. Safety planning provides us the opportunity to pursue the option that has the fewest or most easily controlled hazards.
