AN OVERVIEW OF DEVELOPMENT OF A STRATEGIC PLAN FOR COMMERCIAL VEHICLE OPERATIONS IN TEXAS

The Texas Transportation Institute (TTI) conducted a one-year study for the Texas Department of Transportation (TxDOT) to develop a statewide strategic plan for commercial vehicle operations (CVO). This report presents the strategic plan for commercial vehicle operations in Texas. To develop this plan, it was necessary for the research team to understand trucking activity; commodity movements; truck size, weight, and safety regulations; and administrative processes in the state. It was also important to investigate current advances in information and transportation technology and their potential applications in Texas. Several tasks were involved with the development of this plan, including a comprehensive literature review; an extensive analysis of commodity movements and trucking activity in the state; a CVO stakeholder survey; development of goals, objectives, and projects for the CVO plan; and a cursory evaluation of the safety and economic implications of the proposed ways to streamline motor carrier activities and administrative procedures in Texas.
