LIGHT RAPID TRANSIT AND CYCLISTS. GUIDELINES FOR PLANNING AND DESIGN

This policy statement identifies the key policies and design features of light rail transit (LRT) systems, which are needed to protect cyclists and maximise opportunities for multimodal travel. Its recommendations are based on experience in the UK and abroad. It discusses the implications of LRT for existing and possible alternative and new cycle routes, examines the effects of interactions between cyclists and LRT on safety, and identifies some opportunities for multimodal travel combining LRT and cycling. The following key policy recommendations are made. LRT promoters should demonstrate that their light rail or guided bus scheme is the most cost-effective way of replacing car trips. Tram and guided bus schemes should take full advantage of revenue opportunities provided by combined cycle and LRT journeys. LRT should not eliminate or sever routes used by cyclists. New LRT routes should not reduce the safety of cyclists; their main source of danger is tram rails on carriageways. The report publishes best practice on integrating cycling with LRT systems, including adequate provision for cycle parking and cycle carriage on LRT vehicles. It provides a table of preferred and limiting dimensions for routes shared by cycles and trams, and an LRT and cyclists checklist that should be used in planning and designing all LRT schemes.
