DRUGS AS A TRAFFIC SAFETY PROBLEM

The relevant literature regarding the problem of drugs in road traffic and the results of a standardized questionnaire to habitual consumers of intoxicants were evaluated. The effects of hashish and marijuana in the common dosage of up to 1 g or 60 to 80 microgram THC content per kg of body weight are roughly comparable to a blood alcohol content of up to 0.8 ppm LSD, stimulants and "hard drugs" are basically considerably more dangerous than cannabis and alcohol. The number of habitual drug users who are not drug addicts with driving licences in the Federal Republic of Germany is estimated at 60000. The development of a hashish test, analogous to the alcohol test is proposed as measure against illegal drug use in driving. The dissemination of relevant information by the motoring and sports press, is recommended. It is also recommended that driving under the influence of drugs should be subject to legal penalties analagous to the penalties for alcohol. /TRRL/
