THE EFFECTS OF THE CURRENT TRANSPORTATION FINANCE STRUCTURE
This paper is one of three in a series of research papers aimed at documenting the costs of transportation in the central Puget Sound region, analyzing the effects of how the costs are paid, and identifying options that might better achieve specific public policy objectives. The focus of this paper is on the analysis of the effects of the current transportation financing structure, on the regional transportation system's performance, on the ability to adequately finance improvements, and on how the financing structure can affect users of the region's system.
