MODEL FOR ESTIMATING THE STRUCTURAL CHANGES IN THE LAND USE OF INNER CITY CENTRES AS A RESULT OF PLANNED TRAFFIC INVESTMENT

MODELL ZUR ABSCHAETZUNG VON STRUKTURVERAENDERUNGEN IN DER FLAECHENNUTZUNG INNERSTAEDITISCHER ZENTREN ALS FOLGE GEPLANTER VERKEHRSINVESTITIONEN

In urban planning there is a great lack of suitable instruments for checking the feasibility of achieving performance targets for certain land use structures. With the aid of the model developed here for forecasting the development of the inner city centre structure, it is possible to check how far the investment by the city administration contributes to the achievement of planned land use structures. Thus, alternative planning strategies can be compared and modified with the aim of minimizing conflicts. The forecasting model for the inner city centre structure divides into three groups of partial models: derivation of the relative centre attractiveness (potential model, derived from the current purchasing power, work-force and office interaction), variation of the relative centre attractiveness (forecast model - projection of the potential model) and derivation of the future specific centre land use (land use model - spatial structure of the centre). The results of the first two models enter as output data in the succeeding model. The output of the three models is for a forecast time in individual centres, the land use of the retail outlets, the office use, and the other land use categories. /TRRL/
