CHAPTER 26: GREEN MODES AND ISTEA IN THE UNITED STATES. FROM THE GREENING OF URBAN TRANSPORT, EDITION 2.

This chapter discusses the ways in which ISTEA (Intermodal Surface Transportation Efficiency Act of 1991) has transformed the way state and local governments address transportation issues. The emphasis on intermodalism has resulted in 'non-traditional' modes of transportation, such as bicycling and walking, being given much greater attention. ISTEA broke down many funding barriers and gave state agencies much greater freedom to fund their own priorities. Bicycling and walking became eligible activities in all the funding categories. Not only were states given more flexibility in their use of transportation funds but they in turn were required to share some of this new authority and power with Metropolitan Planning Organizations (MPOs) -- established in the 1960s to facilitate regional transportation planning in the rapidly expanding urban areas of the U.S.
