Many traffic engineers still believe that traffic planning has to rely solely on technical and scientific principles that are free of politics. However, traffic planning requires the input of goals and concepts that depend on values and interests that underlie change and conflict. It is the politicians who have to decide how to influence trends that impact different social groups and how to utilize resources. The treatment of policy issues in promoting the green modes in this chapter thus concentrates on the activities of the participating groups in the decision-making process: the federal and state ministries, local municipalities, political parties, associations and citizens' initiatives. The emphasis is on the initial stages of the promotion of cycling and walking; more recent activities are mentioned only selectively.
