THE MULTI-CRITERIA ZONING PROBLEM

Transportation analysis zones are used in many transport modelling applications; for instance in aggregate applications such as preparing data for four step modelling and in disaggregate modelling where zonal centroids are used for calculation of network distances. It has been known as the modifiable areal unit problem that spatial modelling is sensitive to both variations in the scale and the configuration of zones used for data collection and presentation. Yet the uncertainty as to which zoning system to use and the problem of how to generate new zones to respond to changes in spatial patterns remain. This paper presents issues concerning zone design and suggests that the zoning problem can be solved by using graph partitioning methods. These methods have been encompassed in an automatic zoning tool which can be used for rezoning based on multiple criteria concerning zone characteristics to produce a "best set" of new zones. (a)
