DYNAMICALLY VARIABLE SPEED LIMITS: OVERSEAS EXPERIENCE AND LOCAL INITIATIVES

Dynamically variable speed limits have been in use for some years in the USA, Germany, the Netherlands and, most recently, England and their application in Australia is now being actively considered. This paper summarises some of this overseas work, including the fully instrumented pilot on London's M25, that is, the Controlled Motorway Project (also known as the Motorway Incident Detection and Automatic Sign setting (MIDAS) project). The findings relate to traffic flow, safety, and road user and environmental benefits, and have already led to an expansion of the concept to other motorways in the United Kingdom. In recognition of the work being carried out overseas, Serco was commissioned to investigate the application of the overseas experience to Australian conditions. The paper concludes with a summary of that study and will be updated with a progress report on the resulting initiatives in Australia.
