WORKING TOGETHER: AN INTERIM ACTIVITY REPORT ON THE LOCAL GOVERNMENT ROAD SAFETY PROGRAM

The Local Government Road Safety Program provides funding to encourage councils to give higher priority to road safety in their planning, and to tackle local road safety problems through activities in the community. The Interim Activity Report focuses on the activities and achievements of the Local Government Road Safety Program for the three years between July 1993 and June 1996. Data was obtained from a range of sources including a comprehensive survey of all 73 councils involved in the RSO Program (1996 RSO Activity Survey), and in-depth interviews with 46 key stakeholders, including representatives from 25 councils, as well as the Roads and Traffic Authority of New South Wales, Institution of Municipal Engineers Australia, Local Government and Shires Association of New South Wales, and the Motor Accidents Authority. The report describes the Local Government Road Safety Program as an example of how a major change program can, with the support of flexible management, evolve in response to changing circumstances and opportunities. The first part of the report describes the context and opportunities that made the program possible. It also outlines the program's evolution in terms of the structure, objectives and implementation of its three key components. The second section of this report focuses on the impact of the program in the local government arena. It addresses key questions about the implementation of the program and provides a summary of its achievements. (a)
