DEMONSTRATIONS TOWARDS IMPLEMENTABLE SUSTAINABLE PRICING SCHEMES
The concepts of Demand Management and Integrated Payment are discussed in this article. In relation to these concepts, four key challenges are identified for introducing payment schemes, namely: the diversity of mobility service environments; the need to collaborate with banks; the complexities of institutional collaboration within and beyond the transport sector; and how to charge for roads usage. These challenges are discussed drawing upon the results of recent R&D projects carried out for Directorates DGVII and DGXIII of the European Commission - particularly those from the CONCERT and CONCERT-P projects. The authors end by reviewing the conceptual framework and make some conclusions about the types of pricing scheme needed to promote mode-switching.
