SETTING TRAFFIC REDUCTION TARGETS FOR LONDON
In 1997 the UK parliament granted approval to the Road Traffic Reduction Act (1997). This places an obligation on UK local authorities to assess current levels of traffic activity on all roads for which they are highway authority, to forcast expected levels of future traffic growth and to set targets for reducing existing traffic levels, or stemming traffic growth. In response to this, the London Planning Advisory Committee (LPAC) has taken the lead within London in developing 'needs-based traffic reduction targets' for the capital and exploring what types of policy would need to be adopted to achieve such targets. In this article the issues that were considered when setting these 'needs-based traffic reduction targets' are dicussed together with the mechanisms that are available to achieve such traffic reductions and how a conceptual traffic reduction strategy could be implemented. In addition, the authors put forward an evaluation framework that can be used by local authorities in assessing the performance of particular traffic reduction initiatives and reviews the key issues that need to be addressed in monitoring the performance of any adopted measures.
