LIBERALIZING EUROPEAN AVIATION: IS THERE AN EMPTY CORE PROBLEM?
There is an international movement towards more liberal aviation policies. It is debatable whether full market liberalization will generate maximum social benefits. U.S. domestic deregulation has been much studied, but there is no consensus about the long-term implications of deregulation. This paper looks at the topic from the European perspective and examines the possible need for collective action by airlines to allow positive, long-term social returns.
