RENAISSANCE OF PASSENGER RAIL IN CANADA: REPORT

Innovative ways have to be found to revitalize passenger rail in Canada or there will be a withering away of passenger rail services. Given that increases in federal subsidies for VIA Rail are not likely the committee assessed how new financing options can be applied. The Minister of Transport provided the Committee with a guidance document outlining the fundamental issues that confront VIA Rail, including its role within the industry, the governance framework, subsidy levels, financing options, the use of infrastructure with the freight railways, and contemplating high speed passenger rail service. The Committee looked at these issues in a number of contexts. It looked at financing options in the United Kingdom, France, and the United States and various governance options. Appendices provide information on Amtrak's Crown corporation model, passenger rail franchising in Great Britain, state ownership in France, and the Lynx proposal.
