USING ITS TO MEASURE PERFORMANCE OF HOV FACILITIES
The widespread implementation of intelligent transportation systems (ITS) provides significant and detailed data about the operation of transportation networks. This article describes the use of ITS to measure the performance of high-occupancy vehicle (HOV) lanes, which are becoming common public transit alternatives in congested urban areas. The article introduces typical performance measures used in the evaluation of HOV facilities. The types of data typically available through ITS are then discussed in the context of the HOV performance measure network.
