ITS IN JAPAN: FROM A STANDPOINT OF ROAD INFRASTRUCTURE

This paper refers to the history and the present condition of research and development of ITS (Intelligent Transport System) in Japan by road infrastructure quarters (related organizations with the Ministry of Construction as a leader). First, the history of ITS development in Japan is divided into three periods, while touching on the scheme to promote ITS, which has been a national project since 1995, and characteristics of ITS development in Japan in comparison with such development in the United States and Europe. Then, the paper introduces Japan's contribution to international standardization, considered indispensable to research and development on ITS, and how the system architecture of ITS is being established in Japan. Finally, the status quo of and the outlook for ITS development are described in each area. Introduced separately are car navigation systems and VICS, ETC, and AHS, all of which feature the ITS development in Japan, and the Nagano Olympic Showcase.
