NETWORK MANAGEMENT OPTIONS FOR ROADING
The roading system of New Zealand comprises two distinct and quite separate networks, namely state highways and local roads. The state highway network of 10,486 km is managed by Transit New Zealand and is 100 percent funded by Transfund. The local roading network of 81,480 km is managed by 74 territorial local authorities. Funding is roughly shared between local government (rates) and Transfund, although the Transfund share varies from 43 percent to 75 percent. The management of New Zealand's roading network, both state highways and local roads, is governed by the applicable policy and procedure manuals. There is however no defined procedure as to how the network, or parts of it, should be (or must be) managed. This paper discusses some of the management processes currently being utilised in New Zealand for both state highway and local authority roading networks. For simplicity, only maintenance of the roading network is included as opposed to rehabilitation, reseals or construction which have different criteria and procedures.
