TRANSPORTATION SPENDING
The Transportation Equity Act for the 21st Century (TEA-21) is considered one of the major achievements of the 105th Congress. The total authorization of almost $203 billion may well be the largest public-works legislation in U.S. history. TEA-21 retains the structure of the 1991 Intermodal Surface Transportation Efficiency Act and provides significant spending increases for its environmental initiatives. TEA-21 guarantees approximately $167 billion over 6 years for the highway program and approximately $36 billion for transit. The historic bill contains a new funding scheme, called a "firewall" provision, to ensure agreed-to levels of spending from the highway trust fund and related transit accounts.
