MODELS OF GOVERNMENT REGULATION OF PRIVATIZED TRANSIT SYSTEMS IN FIVE LATIN AMERICAN CITIES
This article focuses on models of governmental regulation and the use of customer surveys observed in the five Latin American cities visited during the ITSP's (International Transit Studies Program) eighth study mission. It also discusses several interesting performance measurement applications that were noticed during this mission. The Latin American mission team visited transit agencies in five cities: Buenos Aires, Argentina; Montevideo, Uruguay; and Porto Alegre, Curitiba and Sao Paulo, Brazil. In all of the cities visited, bus (and some rail) transit operations are performed by private "concessionaires" under contract to public regulatory agencies. This article compares and contrasts the different regulatory models observed among the five cities.
