SURETY NEEDED FOR DESIGN-BUILD
A state judge in Greenville, South Carolina, has ordered Greenville County to comply with state law by securing the county's design-build contracts for road repairs with payment and performance bonds. The county had hired a prime contractor whose subcontractors had bonded their work, but the prime contractor only provided a bond covering a small part of the contract value. The lawsuit was the latest filed by Edward D. Sloan, Jr., a retired paving contractor who says he has sued a half dozen times to block the county's program of alternative project delivery methods. He wants Greenville to return to traditional design-bid-build for its road repairs, but the county administrator says traditional methods take too long and have produced some substandard work in the past.
