THE EFFECTS OF URBAN TOLL SCHEMES ON THE CITY TRANSPORT POLICY IN DEVELOPING COUNTRIES.
LES EFFETS DU PEAGE URBAIN SUR LE 'DROIT AU TRANSPORT' DANS LES PAYS EN DEVELOPPEMENT
Urban toll roads are becoming more and more frequent in urban areas. It is also the case in developing countries. This article presents experiences in some important cities in developing countries. The main issue concerns the effect on the 'right to transportation', i.e., how a toll scheme affects the general pattern of the city and the accessibility of its various parts for all people, including those with low household income. It is evident that urban toll roads are well accepted in suburban zones and that their implementation alleviates debt and public expenditure for cars, giving more funds for public transit systems or bus network operations.
