CONCESSIONING OF RAIL SERVICES IN SOUTH AFRICA AS POLICY INSTRUMENT IN REVITALIZING THE RAIL OPTION
Fundamental change in railways can be facilitated by introducing private sector practices. This paper shares the South African experiences in implementing rail concessions and suggests focus areas for inclusion in a rail restructuring strategy.
