RESULTS OF THE TARGETED TRANSPORT PROJECTS: ANTARES, ENTRANCE AND JUPITER

In 1992, the European Commission, through the THERMIE energy-saving programme, launched a call for proposals for targeted projects which would integrate a range of measures and best available technologies for improving and promoting public transport in medium-sized cities. Three projects were selected, involving 21 cities and regions from 11 Member States. The Transport Targeted Projects (TTPs) ANTARES, ENTRANCE and JUPITER were launched in 1993/4. Within the three TTPs, a variety of measures were implemented in cities which offer a range of sizes, structures and environmental conditions. ANTARES (A New Traffic Approach Regarding Energy Savings) aimed to improve urban traffic mobility through the integration of advanced traffic management techniques designed to reduce and re-channel traffic flows. This was expected to reduce traffic congestion, increase the speed of public transport vehicles and promote a modal shift from private to public transport. The partner cities were: Barcelona (Spain); Bologna (Italy); Dublin (Ireland); Leipzig (Germany) and Toulouse (France). ENTRANCE (ENergy savings in TRANsport through innovation in the Cities of Europe) demonstrated a variety of advanced transport management measures as part of its strategy. The aim of the project was to quantify the improvements in terms of energy, emissions, congestion, delays, costs and accidents, from integrating a broad range of best available techniques. The partner cites were: Cologne (Germany); Hampshire (United Kingdom); Southampton (United Kingdom); Piraeus (Greece); Rotterdam (Netherlands); Santiago de Compostela (Spain); Evora (Portugal); Portsmouth (United Kingdom); Cork (Ireland) and Caen (France). JUPITER (Joint Urban Project In Transport Energy Reduction) involved a range of integrated transport management measures designed to achieve energy savings and environmental improvements. The partner cities were: Aalborg (Denmark); Bilbao (Spain); Florence (Italy); Gent (Belgium); Liverpool (United Kingdom) and Patra (Greece). This report is in five parts: (1) background information, the role of the European Commission's DG XVII THERMIE programme; (2) the Targeted Transport Projects; (3) the impacts of the projects in each city; (4) the impact of alternative strategies and meaures; (5) conclusions and recommendations. There are three annexes: (a) partners of the TTPs; (b) the cities participating in TTPs; (c) the Barcelona Resolution.
