REASONS FOR DECISION IN THE MATTER OF ALLIANCE PIPELINE LTD. ON BEHALF OF THE ALLIANCE PIPELINE LIMITED PARTNERSHIP, ALLIANCE PIPELINE PROJECTS, APPLICATION DATED 3 JULY, 1997
Alliance Pipeline applied for approval to construct and operate the Canadian portion of a proposed natural gas pipeline system that would extend from a point near Gordondale, Alberta to the United States border near Elmore, Saskatchewan. The system would also include about 770 km (478 mi) of lateral pipelines and related facilities in British Columbia and Alberta. Alliance also applied for the related toll and tariff authorizations. This report presents the views of Alliance, the Board, and various intervenors at hearings held to consider issues related to the proposed system. These issues included economic feasibility, potential commercial impacts, socioeconomic matters, land related matters such as route selection, engineering and safety matters including fracture prevention and control, tolls and tariffs, and the method of regulation.
