"FIX IT FIRST" - FATALLY FLAWED: A RESPONSE TO THE SURFACE TRANSPORTATION POLICY PROJECT'S MISUSE OF HIGHWAY INVESTMENT DATA
The Surface Transportation Policy Project (STPP), in a recent publication titled "Potholes and Politics 1998", urges the Federal Highway Administration (FHWA) to require that states use their federal highway funds exclusively to repair and maintain existing roads and highways before any funds are used to construct new roads or add new capacity. The STPP has dubbed this proposal "Fix-It-First". This study addresses two issues: (1) the STPP's use of FHWA data to support its argument; and (2) the impact a "Fix-It-First" policy would have on the nation's transportation system and, more importantly, its economy.
