REFORMING ENERGY AND TRANSPORT SUBSIDIES. ENVIRONMENTAL AND ECONOMIC IMPLICATIONS
Reforming subsidies to polluting activities can benefit both the environment and the economy. While some recent studies may have overestimated these benefits, reforming policies that encourage environmentally damaging activities is a first step towards environment policy objectives. The case studies presented here show that reforming supports to coal, electricity and transport could offer substantial environmental benefits in some countries. In others, the environmental improvement would be minimal. The social, economic and environmental outcome of reforms depends heavily on national and local circumstances and on the way reforms are implemented. This report identifies key types of support whose reform might benefit the environment, pointing out some of the pitfalls of ill-considered reforms. It also suggests some ways in which national governments and the international community might proceed, bringing together environmental, social and economic policy agendas.
