1995 ANNUAL REPORT OF THE IOWA RAIL ASSISTANCE PROGRAM

The DOT selects projects for potential rail assistance funding from the list of eligible projects analyzed in the Rail Plan and listed in the five-year program. Specific projects are submitted to the Iowa Transportation Commission with a recommendation for funding. This selection of projects is based on financial participation by other sources, a financial analysis, the immediacy of need, availability of funding, the benefit-cost ratio, and other identifiable benefits to the state. Projects can receive funding as grants, loans, or a combination of both for up to 80 percent of the project cost. During 1995, nine RED projects were approved by the Iowa Transportation Commission.
