THE PROCESSING OF OFFENDERS : WHOSE RESPONSIBILITY?
This paper looks at the issue of traffic violators and violations. It briefly discusses how offenders are detected, the problems that are involved in processing offenders, the effectiveness of detection cameras, the severity of the offenses, and how resources should be used for dealing with the violations.
