This document presents the testimony of James Costantino, president of ITS America, before Congress on the merits of Intelligent Transportation Systems (ITS). Costantino gives an overview of how ITS saves lives, time and money, and how it creates jobs. He closes by reiterating how critical it is for federal participation in the ITS program in order to realize the full promise of ITS.
