METROPOLITAN-AREA EVALUATION OF ITS INVESTMENTS
This paper addresses the evaluation of alternative investments in intelligent transportation systems (ITS) in metropolitan areas in the U. S. Transportation systems effects of an ITS investment may be either direct or indirect/induced. Alternative assessment and evaluation methods, both traditional estimation techniques as well as total cost approach methodologies, are surveyed. A social welfare (utility) model, using a total cost approach is suggested.
