TRAFFIC INCIDENT DETECTION USING A SELECTIVE VIDEO TECHNIQUE

This paper describes an instrument which can be attached to most current video equipment. It enables pictorial information to be recorded only whenever pre-set conditions are observed, resulting in considerable savings in editing and analysis time. The device was developed specifically for recording traffic incidents, but may have many other applications including speed classification, study of merges and conflicts, pedestrian behavior, and the logging of infrequent vehicle movements such as at road construction sites. The device was tested at different sites in Melbourne from which pictorial and numerical data are presented as well as results from a study of detection accuracy compared with ARRB VDDAS.
