THE EFFECT OF NON-OPTIMAL MAINTENANCE ON THE COSTS OF ROAD AUTHORITIES AND ROAD USERS

In many countries, road authorities quite often have to decide to defer the maintenance for one or more years or to carry out improper techniques because of insufficient budgets. The cost effects of this non-optimal maintenance have been calculated in comparison to a reference maintenance strategy, for four road categories. The maintenance costs comprise the costs of yearly maintenance and of rehabilitation or reconstruction over a period of two maintenance cycles. The user costs are calculated on the ground of results of a literature research. The results show that deferment of maintenance causes an increase in both the costs of road authorities and road users. The effect on the user costs is relatively small, but in the absolute sense of the same order up to three times the increase of the costs for the road authorities.
