PRIVATISATION OF STRATEGIC ROAD MAINTENANCE MANAGEMENT - A PROVEN SUCCESS

The United Kingdom Department of Transport in line with British Government policy, introduced in 1986 the concept of privatization into the management and maintenance of large sections of its national strategic road network. Traditionally this service has been performed by second tier local government highway departments acting as agents to the Department. The experiment of using consulting engineers in this role, together with contractors on two year term maintenance contracts, has proved successful. Both management and contracting costs have significantly decreased, a greater proportion of the total funding is now directed to productive work, and the Department's control over their budget and its effectiveness has greatly increased. This privatized management system is similarly appropriate for other countries which have a developed primary and secondary road network.
