ASSESSMENT OF ALTERNATIVES USED AT THE ROAD NETWORK DEVELOPMENT PLAN IN HUNGARY
During the preparation of the "National Road Network Development Plan" the following tasks had to be solved: determination of the optimum long-term network, priority scheduling of the necessary medium term development, and, calculation of losses caused by postponed developments. To solve these problems, the elaboration of appraisal methods was necessary in connection to the traffic forecast method that allowed the calculation and evaluation of the economies of the developments and their effects realized in the various parts of the network and in the environment. A part of the evaluation indices - as quantification of the several effects - can be calculated in function of the hourly changing traffic conditions. This paper presents the computation methods of the indices and the assessment of the alternatives.
