ITS TECHNOLOGY FOR WINTER ROAD MANAGEMENT - ITS/WIN RESEARCH PROGRAM OF THE HOKKAIDO DEVELOPMENT BUREAU

The Hokkaido Development Bureau is currently promoting the development of cold-climate-intended ITS technology, or the "ITS/Win Research Program", that is based on the local characteristics of Hokkaido, a snowy and cold climate. The development of the ITS/Win technology is perceived as the development of road automation that should realize intelligent and efficient management of winter roads, and also is essential in building a sustainable society in snowy, cold regions. This paper introduces the present state of research and development of highway information systems such as the "Experiment on Mountain Passes Image Transmission" and the "Greater Sapporo WHITE-NET Concept" that uses Internet technology, as well as the winter safe-driving support system, such as the "Intelligent Delineator System." Among such developments, public/private joint research projects, which were initiated in December, 1996, as explained later in this paper, and are based on open application, aim to develop systems to realize intelligent and efficient management of winter roads. In these research efforts, we are building an "ITS/Win Virtual Laboratory" on the Internet that consists of Extranet-based cyber workspace and a virtual road information room, and this enabling different organizations to share information.
