PERFORMANCE OF WINTER ROAD OPERATION DUTIES ON THE NATIONAL ROAD NETWORK WITHIN A CORPORATE OPERATION FRAMEWORK - A COMPARISON BETWEEN THE HUNGARIAN AND EU PRACTICES

Black ice causes five to ten percent of the roadway accidents resulting in personal injury in Hungary. The national road network, which accommodates more the 70% of the nation's traffic, comprises exactly 30,000 km of Hungary's approximately 160,000 km of roads. Government-contracted management companies are in charge of the national road network, including its winter maintenance. A budgetary institution committed to enforcing the National Roads Management Regulations (NRMR) assigns all contracts. Public roads are divided into one of six winter service categories based on their importance in the road network and their average daily traffic volume (ADF). For winter road operations, this categorization prioritizes service areas and determines levels of needed service. Priority-assigned services include patrols, zoning, and "white winter" operations. Time frames for completion of antiskid operations, including clearing snow with snowploughs, are also discussed. During winter periods, road management company employees are on duty around the clock. Their tasks include collecting information, making decisions based on that information, and providing the information to road users. The typical winter operation machine fleet currently consists of about 500 carrier trucks and 150 UNIMOG base machines. These are supplemented by 47 self-propelled snow blowing machines and 219 towing base machines. There are 169 snow clearing attachments and 519 salt spreading superstructures as well. Hungary's economic, environmentally adopted requirements for spreading equipment are practically the same as in other EU member states. Key criteria are based on the NRMR and included in winter action plans, taking into consideration the local conditions.
