FREIGHT COLLECTION AND DELIVERY IN URBAN AREAS
Freight deliveries in urban areas are shown to represent a large proportion of traffic in town centres - from 30 to 50 per cent of all vehicle movements in Great Britain - , and as such to have a marked effect on congestion, noise and air pollution. This report examines the delivery and collection of goods in urban areas, and considers what action should be taken to improve the situation. An analysis is presented of the industries involved, the types of goods carried, the distribution of traffic by destination, and those factors which affect the costs involved such as private costs and social costs related to congestion, noise and pollution. As an example of these data, information is given in tabulated form of the cost of delivery per tonne of widely varying commodities in the urban areas of Aix-en-Provence and Metz-Thionville in France. Possible ways of improving such a transport system are discussed, but emphasis is placed on the need for more research into those factors which could give a clear analysis of the problem as a whole, rather than to attempt to control the situation by regulatory measures based on insufficient data. A number of priority subjects for research are listed, which it is felt would lead to the implementation of realistic practical measures, bearing in mind the size of the town in question, the structure of the town and the function of the town. In conclusion this report is considered to have identified two kinds of objectives which, by employing a set of short, medium and long-term measures should pursue policies aimed at abating problems associated with the movement of freight and by so doing - improve the efficiency and quality of such service and reduce the social costs caused by those services. /TRRL/
