REGS--A REGULATORY EXPERT GUIDANCE SYSTEM FOR UNDERSTANDING AND INTERPRETING TRANSPORTATION REGULATIONS
In order to assist the people in the transportation industry in accurately understanding and interpreting transportation regulations, a prototype nontraditional knowledge-based system called REGS (Regulatory Expert Guidance System) has been developed for Part 382 of the Federal Motor Carrier Safety Regulations. The two most important features of the system are its technique of modeling the regulatory guidance methodology employed by statutory interpretation experts in the industry and the method of representing complex regulations. The working environment of this system is very user-friendly, and since the architecture of REGS is transportable in nature, similar systems could be developed easily for any set of transportation regulations.
