THE EFFECTIVENESS OF SHIPPERS ORGANIZATIONS

At its seventh session, the Committee on Shipping requested the Secretary-General of UNCTAD "to present a progress report to the Committee at its eighth session on the establishment and operation of national, regional and subregional shippers' organizations or other bodies dealing with matters pertaining to the conditions and costs of carriage of the trade concerned". The liner conference system, and the measures which might be adopted in dealing with liner conferences, including consultation, have been the subject of several studies by the UNCTAD secretariat. Furthermore, the Convention on a Code of Conduct for Liner Conferences specifically provides for the establishment of consultation machinery. The previous secretariat reports on consultation have provided considerable descriptive material on the shippers' organizations which have been established; the present report aims, not so much to provide further descriptive data, as to discuss the effectiveness of these organizations and other bodies. This report is primarily concerned with the situation in developing countries, but for purposes of comparison some attention has been given to the position in developed market-economy countries and in socialist countries.
