VEHICLE UPGRADES AND MAINTENANCE PROCESS IMPROVEMENTS TO INCREASE VEHICLE RELIABILITY AND AVAILABILITY ON THE DOCKLANDS LIGHT RAILWAY

The Docklands Light Railway (London, England) is an automated transit system connecting the business district of central London, the new Canary Wharf business complex on the Isle of Dogs, and residential areas in the east-end of the city. DLR is undergoing a major improvement program which involves the introduction of a new, high performance signalling system, a new fleet of 70 light rail vehicles, and the opening of a new 7 mile extension to Beckton. The joint venture primary responsibilities include: (1) Management of the commissioning of the 7-mile Beckton Extension; (2) Managing to completion the new signalling and vehicle contracts, including implementation of strict schedules, cost controls and rigorous warranty programs; (3) Managing all subsystem interfaces and system integration, including the resolution of all problems identified through extensive system testing; (4) Implementing upgrades to the signalling system and the vehicle fleet which will ensure the achievement of the 97% System Service Availability; and (5) Implementing comprehensive system safety and quality assurance programs, conducting system wide hazard and reliability analyses. This paper will detail the Vehicle Health Monitor design, the vehicle reliability improvement program and improved vehicle maintenance techniques introduced on the DLR in support of the System Prime Contract objectives. Realized and potential benefits will be quantified, in addition to lessons learned throughout the System Prime Contract.
