REVIEW OF THE RESEARCH PROGRAM OF THE PARTNERSHIP FOR A NEW GENERATION OF VEHICLES. THIRD REPORT

This is the third report of the National Research Council's Standing Committee to Review the Research Program of the Partnership for a New Generation of Vehicles (PNGV). The PNGV program is a cooperative research and development program between the federal government and the United States Council for Automotive Research (USCAR), whose members are Chrysler Corporation, Ford Motor Company, and General Motors Corporation. The PNGV program, which was initiated on September 29, 1993, by President Clinton, has three major goals: (1) significantly improve national competitiveness in manufacturing for future generations of vehicles; (2) implement commercially viable innovations from ongoing research on conventional vehicles; and (3) develop vehicles to achieve up to three times the fuel efficiency of comparable 1994 family sedans. This third PNGV review presents the committee's principal findings and recommendations. The contents of the third report are organized as follows: Executive Summary; (1) Introduction; (2) Goals 1 and 2; (3) Systems Analysis; (4) Powertrain Developments; (5) Major Manufacturing Considerations for Goal 3; (6) Outstanding Program Issues; and (7) PNGV Response to Phase 2 Report. Appendices include the following: (A) Biographical Sketches of Committee Members; (B) Committee Meetings and Other Activities; (C) Recommendations from the Phase 2 Report; (D) Letters from PNGV and the U.S. Department of Transportation Regarding Phase 2 Report; and (E) Brief Background on Powertrains.
