DEVELOPING SUSTAINABLE TRANSPORT PROJECTS IN WEST LONDON: GREEN ROUTES INTO GREEN AREAS
This paper attempts to examine the constraints on implementing more environmentally friendly transport policies, and suggests how to overcome these constraints. It reports on work that has begun in London, to develop a new approach and implement radical measures. The modern era of transport planning in London began as a result of crowded public meetings in 1989. The main constraints on change of transport policies are modelling and appraisal methods and institutional constraints, about how to conduct transport planning, and political constraints on what authorities believe that their electorates will accept. London Transport Buses has been working closely with three London Boroughs to examine how new strategies could be implemented, extending the 'Green Routes' concept of route-length bus priorities. The next step is to introduce 'Green Areas', where roadspace is relocated to give priority to public transport, cyclists, pedestrians, and essential vehicles. The key Green Areas concepts are: (1) total journey quality; (2) transport as part of the nature of a place; (3) a multimodal approach; (4) sustainability and local transport; and (5) partnership, participation, and leadership. Its key stages are thinking, consultation, and reprioritising. An ongoing Green Areas case study in West London is described briefly. For the covering abstract, see IRRD 889150.
