TRIAL SCHEME FOR RATIONAL PUBLIC TRANSPORT EVALUATION

FORSOEKSORDNINGEN FOR RASJONELL TRANSPORT: KRITISK GJENNOMGANG AV EVALUERINGSOPPLEGGET

In 1991 the Norwegian Ministry of Transport and Communications established a trial scheme for public transport. TOEI has developed a standard evaluation scheme for all the local efforts, carried out during the period 1992-95. In this report TOEI describes the evaluation procedures and an overview of the results of the evaluations. Based on this state of the art the report points out both the strong and weak parts of the evaluation scheme. The main conclusion is that the Norwegian evaluation scheme is very well suited to compare effects on many small measures. However, there are important aspects which can be improved. The evaluation scheme can also be extended in connection with analysis of larger demonstration projects. (A)
