COMMENT 3 TO TALVITIE'S PAPER
The author says that firstly, economic theory is wrong on important aspects. Secondly, it is applied too indiscriminately: not only to economic issues, but to human behavior in general. Thirdly, the empirical data and models it uses are of dubious quality. The products of the rational transportation planning process are laid down in unreadable documents which are hardly or never used for actual decisions by policy makers. What is needed is a "community based planning process". The planner must be a long time member of the community to understand the evolutionary forces which have molded the community.
