ECONOMIC JUSTIFICATION OF MODERNIZATION, RECONSTRUCTION AND CONSTRUCTION OF HIGHWAYS

EKONOMICNOST I RENTABILNOST MODERNIZACIJE, REKONSTRUKCIJE I IZGRADNJE CESTA

The author presents a theoretical approach to the economic evaluation of highway projects. The base subjects of the analysis are economic justification of modernization, reconstruction and construction of highways, criteria for their socio-economic and traffic valuation and methodological and analytical methods for economic decision-making. Final socio-economic choice is a result of political decision while economic evaluation has to be its base. Investment criteria and methods described in the thesis are exclusively oriented to one project. The implicit hypothesis is that a whole investment programme could be considered as a sum of different individual projects. This theoretical analysis is only the first step in an attempt to explain optimal, dynamically planned and programmed allocation of total social resources. /TRRL/
