A PUBLIC-PRIVATE PARTNERSHIP TO DEVELOP A HIGH OCCUPANCY GARAGE IN DOWNTOWN PROVIDENCE

This study focused on parking pricing for commuters to downtown Providence, Rhode Island as a strategy to encourage commuters to switch from their single-occupant-vehicle (SOV) to a high occupant vehicle (HOV), such as a car or vanpool. An HOV Garage was proposed as a joint venture of the Rhode Island Department of Transportation (RIDOT), the City of Providence, and a private retail mall as a TDM measure and as an innovative transportation financing project. The public-private partnership consisted of the State and Developer working together to plan, permit and build the 1,000,000 square foot Providence Place Mall (Mall) and HOV Garage. The project has been scaled-back from its original proposal; however, the process, analysis and anticipated benefits have been documented to guide others considering similar projects.
