TOWARDS RATIONALITY IN REGULATIONS
This paper reviews the background to formal safety assessment as a means to achieve greater rationality in shipping safety regulation. The risk basis of the approach is explained, and details given of the U.K. Marine Safety Agencies research programme, and recent developments at the International Maritime Organization.
