TRANSPORTATION FOR THE ELDERLY AND THE HANDICAPPED IN WISCONSIN. REPORT 6. POTENTIAL DEMAND FOR SERVICES
As part of a statewide study of transportation for the elderly and the handicapped, the Wisconsin Department of Transportation surveyed agencies providing transportation to the elderly and handicapped. In order to compare supply with demand for service, the Department developed a model to estimate demand. This report documents the model and the demand estimates it produces. The purpose of this report is to (1) calculate the size of the potential market of elderly and handicapped, (2) identify the number of elderly and handicapped presently being served, and (3) provide the Department and other agencies with data for assessing program needs and evaluating program proposals involving state or federal financial assistance.
